I've been trying to fix this for over an hour and I can't figure it out. Any help would be greatly appreciated.

Try deleting the empty line:

Government today issued more than Rs 32,000 crore debt worth Rs 1.33 lakh crore to pay for social security schemes to be implemented in 2014-15.
"This amount includes the disbursements of pension, family pension and other schemes for which the accounts have been presented to the Comptroller and Auditor General (CAG)," Finance Minister Arun Jaitley said in a statement.
The social security schemes -- maternity benefits, secondary and higher education assistance, old age and unemployment benefit schemes and pension to soldiers, sailors and airmen -- have been allotted a combined debt of Rs 1.33 lakh crore to be borne by the Government.
In all, the Government has disbursed Rs 1.51 lakh crore for these schemes to be implemented in 2014-15, a decrease of 15 per cent.
In the 2012-13 financial year, Rs 1.89 lakh crore had been allocated for implementing the same schemes.
All the schemes are implemented by the Centre or the States through budgetary resources or through funds raised by the State Governments.
The Central Government allocates its share of the money from the Consolidated Fund of India.
The states also disburse money from their respective funds.
The CAG has examined all the schemes and financial statements of all States and submitted reports, the statement said.
